I wouldn't say that it is racist, because I don't get the sense that they meant it as such. However, I would say, in my opinion, that it was in bad taste and I can definitely see how it could be offensive to a lot of people.
I agree with Trevor - I don't see it as racist per se - but it is certainly in poor taste. Something like that wouldn't be tolerated in the US - but perhaps we're a bit more sensitive towards racial issues in our culture.
